The Central Vigilance Commission has directed different government organisations to take action against 106 officers, including those of the Central Board of Excise and Customs, public sector banks and Airports Authority of India, for their alleged involvement in various offences.

Based on investigation reports submitted by the CBI and Chief Vigilance Officers, the Commission has asked authorities to initiate “major penalty proceedings” against the officials involved in 112 different cases.

The officers include 18 from Central Board of Excise and Customs, 14 from Municipal Corporation of Delhi, nine of insurance companies, seven from Delhi Development Authority, five each from public sector banks and Bureau of Indian Standards, four each from AAI and Steel Authority of India besides others, a CVC release said.

In 57 other cases, the Commission advised authorities to take action against 58 officials involved in different illegalities.

Those against whom action was recommended include 14 officers of BSNL, seven of public sector banks, five of insurance companies, three each of railways ministry, besides others.

In September, the Commission disposed of 395 cases referred to it for advice. Besides, investigations by the Commission’s CTE unit resulted in recoveries to the tune of Rs 34 lakh during the month, the CVC said.

5 Customs officers transferred

As per a Central Vigilance Commission circular dated November 2, 2001, the Vigilance Department, classified as sensitive, should not be retaining staff and officers for more than the stipulated three years

.

The Vigilance Department handles cases of corruption and misdeeds by officers from the Customs and Central Excise

.

The officers whose transfer orders have arrived are Joint Commissioner G Ravindranath and Assistant Commissioner M A Andrade, who joined the Vigilance Department in February 2003, Deputy Commissioner V H Bhatija, who joined in March 2003, and Superintendents Narayan Singh and S K Hattangadi, who joined in August 1999.

Except for Hattangadi who is being relieved from June 30, all other transfers are with effect from May 31. Joint Commissioner Ravindranath has been replaced by G Srinivas Rao, who is joint commissioner at Central Excise, Mumbai.

Incidentally one of the replacements for the superintendents is not inclined towards joining the vigilance department. The officer, who recently underwent treatment for depression, has informed the vigilance department about his position.

A senior officer of the vigilance department said: “It is difficult to get the right mix of officers for the vigilance department as only few are willing, and those who are, have to satisfy our stringent norms.”

Rajesh Darak, an activist with Whistleblowers India, a non-governmental organisation, had made the RTI application and obtained the list of officers who were retained despite completing three years

eGovINDIA, INDIA WBA, EKAVI and INDIA RTI has taken up several matters and issues in their forum to discuss and to bring into national level and attention of CVC, CAG, CBI, CBEC, Supreeme Court, High Courts, State Officials and Highest officials in INDIA.

eGovINDIA, INDIA WBA, EKAVI and INDIA RTI has taken up the matter and issues of CBEC in their forum so that the corrupt officers are unable to scuttle the sensitive investigations and do not go unpunished. The honest officers should not be intimidated by the corrupt officers having backing of senior officers and ministers. Today the honest officers of Customs and Central Excise and their families are feeling insecure due to the criminal attitude of corrupts who all are ganging up together due to blessings of senior officers of the department and CBEC.

We have more questions to CBEC on some the things that are happenning at CBEC. What is happenning with the cases which are reported on national News Papers ? We all have seen News paper articles and these articles were sent to you and other officers for getting replies. So far you have not responded to those emails. WHY CASES HAVE NOT BEEN BOOKED ON THOSE OFFICIALS. ARE YOU PROTECTING THEM ?

We would like to ask you as the Director General, Directorate General of Vigilance about the following cases that should have been started by your Department. These are all about the cases which were reported openly in News paper articles. So people know about these cases. We have sent copies of those to you also. Also your department has received a complaint from Mr. Ravinder Kumar also about some of these cases. We are copying these emails to all the News papers  editors and Journalists for them to follow it up with you and your department in particular areas.

WE ARE ALSO COPYING THESE EMAILS TO PM. President of INDIA and others also.

CBEC needs to the Investigation on these cases immediately.

1. Investigation of Surat Rebate case, If you do not do this Investigation you will be protecting SS Rana, Commissioner of Central Excise at the time of the case, Surat-I, Satish Agarwal, Additional Coimmissioner of Central Excise, Surat-I at that time of the case. Can you let us know what is happenning on this issue by email reply to me please.

2. If you do not do proper investigation on this you and your department will be saving Najib Shah, Commissioner of Customs (Import), Nhavasheva from troubles he may face out of this investigation.

3. Why you and your department is not investigating Alok Garg, who has submitted forged / false / invalid certificate of ex-serviceman to claim age relaxation to join service ?

If you and your department does not start investigating Alok Garg, you and you department will be saving Alok Garg from service. Why these kind of things are not happenning in your department ? We would like to know about this in details by email please.

We would like to get all the documenst and paper work related to the above mentioned cases. Would you please provide these for me please. There are many more cases like the above, which needs to be started right away in the CBEC office. If any of you have questions, please write to me.
